Abstract

This paper examines inclusive digital governance to ensure that the rapid expansion of digital technologies fosters, rather than hinders, social inclusion and gender equality. While digitalization presents immense opportunities for economic growth and improved public service delivery, its unmanaged progression risks exacerbating existing socio-economic disparities and creating new forms of digital exclusion. It also argue that merely increasing access isn't enough; effective digital transformation requires a deliberate, anti-discriminatory policy framework. The research analyzes current national and international digital policies, identifying key gaps where biases, particularly those affecting marginalized groups and women, are inadvertently perpetuated or embedded, specifically focuses on the design of regulatory mechanisms, data governance, and ethical AI deployment. The findings propose a multi-stakeholder governance model that emphasizes transparency, accountability, and the active participation of civil society organizations, particularly those focused on gender and social justice. Ultimately, advocates for a paradigm shift in how digital ecosystems are governed, moving from a purely technological perspective to one that is human-centric and grounded in the principles of equity and non-discrimination, ensuring that the digital future is truly accessible and beneficial for all members of society.
